Background
Rongxingdi Resort World is located on National Road 72 in Trapeang Phlong, Tboung Khmum Province, close to the Vietnam border crossing. This relatively short stretch of road is home to several major online scam compounds, most of which have emerged relatively recently. This includes Grand Golden Casino, Xa Mat Casino, and Site TK05 (profiled here, here, and here). Rongxingdi also goes by the name Casino #7.
The compound was built at a remarkable pace, and since starting construction in January 2024, it already covers over one square kilometre. While some parts are still under construction, much of the property was already in use in 2025. It currently has more than 30 office and dormitory blocks, as well as a few dozen villas.
The compound is surrounded by high walls and has a large number of security cameras, many of which point inward. All entrances are controlled by security guards, who also patrol all around the site. Bars can be seen on the windows of buildings.
The compound appears in many posts on Telegram channels used by scam industry insiders. One post from January 2024 mentions a company that had moved between various companies, including White Sand 1 (profiled here), White Sand 2 (profiled here), and Jincai (profiled here), among others, before ending up at Rongxingdi. Some posts mention groups that have relocated from Myawaddy, Myanmar. Other posters complain about not being able to leave without paying high fees, and several talk about brutal conditions in scam operations based at this site.
One Telegram channel used by a group located at the compound advertises to ‘agents’ who can procure labour. It provides a list of prices the group will pay for workers, with amounts varying according to age. It also offers different prices for people who have entered the country illegal and those who have passports. The only required skill is typing proficiency, and recruits must be physically and mentally fit and fluent in Mandarin. People who bring in larger groups of people are offered rewards.
Incidents
In April 2026, during a nationwide crackdown on online scams, the site was raided. 212 people were arrested, including 192 Chinese, 10 Vietnamese, 7 Cambodians, and 3 Myanmar.
In May 2025, Cambodia’s Ministry of Environment found Rongxingdi to be illegally polluting public waterways by releasing untreated waste into the surrounding areas.
Which Actors and Companies Have Been Linked to Rongxingdi Resort World / #7 Casino?
We were unable to confirm who owns or manages the property.
In September 2025, we observed signs for the company D.L.Y.X Construction Materials Co., Ltd. (大理越析建筑工程有限公司) over the construction site.
We also observed workers wearing uniforms bearing the company name 胖大路桥 (Panda Construction). Examination of corporate records indicates the two companies are connected and linked to a wider group of actors and entities involved in the online scam industry.
