Background
Baolong 1 is a compound in the centre of Poipet City. It has been subject to frequent discussion in Telegram channels used by scam industry insiders.
A much larger park has been developed more recently in rural Banteay Meanchey, often referred to as Baolong 4 (see profile here). Baolong 3 is located on the edge of the city (see profile here). Baolong 2 is south of Poipet (see profile here).
With a nationwide crackdown on online scams taking place in early 2026, people claiming to be inside the park were posting on Telegram channels that the park locked down and became more restrictive. Police raids swept across Poipet in April 2026, but we have not seen any reports that this site was targeted. Various posts talk about violent treatment within the compound, long working hours, and protection from elite connections.

A Telegram post from June 2024 claims that seven men attempted to run away from Baolong 1 as the company they worked for failed to pay wages on time and subjected workers to physical punishment. The poster says three were caught and two had their legs broken.
Which Actors and Companies Have Been Linked to Baolong 1 Park?
The main entrance to the compound previously carried the name ‘Phoenix City International Co., Ltd.’ This was removed, but Cambodia’s gambling commission pins the Phoenix City International Casino & Hotel at this location. Data published by the commission shows the licence for this casino is held by Phoenix City International Co., Ltd.
The company is chaired by a Vietnamese national. This phone number provided for this individual on Cambodia’s business register is the same number used by the chair of JBMA Development Co., Ltd. JBMA holds the casino licence for Orchid Hotel & Rich Casino. This casino is located inside the Baolong 3 scam compound (see profile here), and had its licence revoked in May 2026 following a raid in which police exchanged gunfire with people in the compound.
