Baolong 3 is a large scam compound situated within the Sanco Special Economic Zone. It has featured regularly in various Telegram channels used by scam industry insiders, and in April 2026 was the site of a major raid in which gunfire was exchanged as hundreds of workers attempted to flee.

Background
Baolong 3 is a compound on the edge of Poipet City. It was built rapidly between April 2023 and March 2024. In April 2026 a huge raid took place at the site, and police engaged in a firefight with some people inside the compound before arresting over 1,000 people.


Baolong 3 has been subject to frequent discussion in Telegram channels used by scam industry insiders. A much larger park has been developed more recently in rural Banteay Meanchey, often referred to as Baolong 4 (see profile here). Baolong 1 is located in (see profile here). A Telegram post from 2025 discusses a gambling scam operating from Baolong 3 targeting Taiwanese. The post asserts that in one recent case a woman was defrauded of 180 million New Taiwan Dollars (US$6 million) and that a scam originating from Baolong 3 led to the suicide of a mother and daughter in Neihu, Taiwan. Taiwanese media reported on one such case in December 2024. The two women left a suicide note saying they had lost NT$12 million (US$369,117), although we cannot verify if the scam was indeed perpetrated from this park.

In the 2024 post below, a scam worker based in a compound in Kampong Chhnang (see profile here) complains that his company pressured his team to relocate to Baolong 3, apparently due to the security fears of his bosses.

Incidents
In April 2026, during a nationwide crackdown on online scams in Cambodia, police launched a major raid on the park. Video footage circulated online showed hundreds of workers trying to flee. Clashes occurred throughout the day and into the night, and videos showed police firing a large number of shots. Officials later stated that some people inside the compound opened fire on the police, who returned fire. More videos can be seen here, here, here, here, and here. Weeks prior to raid, posts on Telegram indicated that a large number of people had moved into Baolong 3, many of whom had evacuated Baolong 4 (see profile here).

Hundreds of police were deployed to surround the compound. Many people appear to have escaped, but videos show police in pursuit and detaining some of those who fled (Chinese news site Phnom Penh on the Grounds published the story of four Chinese nationals who successfully escaped).
A Mekong Independent reporter witnessed part of the raid taking place, which spilled into surrounding residential areas as people fled. Dozens fled into a classroom in a nearby primary school, forcing teachers to move children out of the school to keep them out of harm’s way as bullets were flying. According to police statements, more than 1,000 people were arrested, the majority of which appeared to be Chinese.
The Orchid Hotel & Rich Casino is located inside Baolong 3. A few days after the raid the gambling commission announced its casino licence was revoked.





Prior to the dramatic events this year, Wwe have identified references to one of the Baolong parks in two Taiwan court judgements. A December 2024 money laundering case concerned a man who had given his bank account details to someone who used them to launder funds obtained through fraud. He told the court he was tricked into handing over the details so he could secure work abroad. Subsequently, he was deceived into travelling to Cambodia where he was forced to engage in fraud at ‘Poipet Baolong Industrial Park’, which court documents identify as being on the country’s border with Thailand. He was able to leave only after his family paid US$20,000. The men who sent him to Baolong were given prison sentences of over five years. Although the court acknowledged he had been trafficked, the man had provided his account details and passwords in exchange for money before travelling to Cambodia, so he was sentenced to two months in jail for having displayed intent to assist in fraud.
Another Taiwan court case in March 2024 heard how a group of men trafficked one victim to ‘Poipet Baolong Park’ on the Cambodia–Thailand border, after deceiving him with an offer of bogus clerical work. Court documents note that workers in that compound were forced to work from 8am to 11pm every day and were not paid. If they failed to hit performance standards, they were verbally bullied. They were not allowed to use their personal phones during working hours, and park supervisors would check the content of their devices from time to time. Those who tried to escape from the park were subjected to corporal punishment including electric shocks or being locked in a small dark room. The man was finally released when his family paid US$20,000. The four defendants were found guilty of fraud and human trafficking and given prison sentences ranging from 18 months to five years and 10 months.
Which Actors and Companies Have Been Linked to Baolong 3 Park?
Baolong 3 is apparently located within the boundaries of the Sanco Special Economic Zone (SEZ). The company behind the SEZ is Sanco Cambo Investment Group Co., Ltd., which was jointly established in 2013 by Cambodian and Japanese investors.
We are not aware of any evidence that this company is directly involved in the Baolong 3 compound, and information posted on associated social media channels indicate it is effectively a real estate company selling or leasing plots within the zone.
Following the April 2026 raid, Sanco Cambo Investment Group issued a statement denying any links to online scams. The statement included a map that excludes the Baolong 3 area, but maps posted by the company on its (currently offline) website and social media channels between 2022 and 2024 include the Baolong 3 area in its masterplan. The company may have sold or leased the land, but this is unclear.
The licence for Orchid Hotel & Rich Casino was held by JBMA Development Co., Ltd. The company was previously managed by a board of Thai and Japanese investors, but they stepped down in December 2023. The chair and sole director now is someone with a Chinese name and an address in the Philippines. Corporate records show they use the same phone number as the Vietnamese national who is chair of the company that holds the casino licence at the site of the Baolong 1 scam compound (see profile here).
We were otherwise unable to confirm who owns or manages the Baolong 3 properties.
