Background
Baolong 4 park is the largest scam compound in Banteay Meanchey, covering around 1.5 square kilometres, and was built rapidly after first breaking ground in 2024. The compound is also often referred to as Poipet New City and Jimeng Park. A casino called Jin Dicheng is located at the compound.
Distinct areas within the park are referred to by numbers, and several property managers are responsible for specific areas. Each zone is locked down and controlled by security, creating a layer of confinement within the wider compound, which is also highly secure.
The video bellow was circulated on Telegram channels and is apparently a promotional clip from the property managers of zone #13, located in the north of the Baolong 4 complex.
Large parts of the compound became operational during 2024 and 2025. Other sections remained under construction until building stopped in late 2025. Over 100 buildings can be identified in satellite images, making this one of the largest compounds in the country. The size of the compound is partly captured in this video filmed by a Malaysian NGO that had received appeals for help from Malaysian nationals trapped inside.

In January 2025, a local resident informed local outlet SBM News that the area was being developed for online casino and call centre operations. The source said that foreigners including Chinese, Indian, and Nepalese nationals were working at the site, and security guards prevented them from leaving.
Posts on scam industry Telegram channels speak of extreme violence within the Baolong 4. They also note that groups moved into the area after fleeing crackdowns in Myawaddy and Shan State in Myanmar. Several mention that Myanmar nationals work as security.
There are several gates into the compound, and prior to the site’s evacuation (returned to below), all were closed and guarded. Buildings that are visible from outside the compound have caged windows and balconies. High perimeter walls are topped with broken glass.




As is the case with many other Cambodian scam compounds, Baolong 4 obtained a casino licence to provide cover for its operations. At Baolong 4 the casino is called Jin Dicheng Casino.
In December 2025, the gambling commission approved the layout plan for the casino. The plan lists 55 buildings. Only one of them is actually a casino, measuring 671 square metres. The majority of the remainder are multi-story buildings identified as offices and accommodation. In total, the floor space of the approved buildings that have been used for scam operations is roughly 65,000 square metres. Dozens of large buildings were also constructed that are not included in the casino plan.

Incidents
In January 2026, a nationwide crackdown began targeting scam operations across the country. Initially, Poipet remained largely untouched, but in March a major raid targeted the Dingsheng Park scam compound south of the city (see profile here). A week prior to this raid, posts on Telegram channels indicated that some parts of Baolong 4 had begun to evacuate, suggesting there was knowledge that law enforcement action was imminent.
This evacuation was gradual at first, and several large areas remained locked down. In the second week of April posts on various Telegram channels claimed that workers in one part of the compound attempted to rush the gates but were brutally beaten by security. In mid-April the situation shifted, and the compound evacuated.


Police finally inspected the property in May, finding evidence of online crimes but a deserted property.




Over the past two years, there have been numerous reports of people trapped in the compound. In July 2025, Chinese-language media Phnom Penh On the Grounds reported that a 36-year-old man from China disappeared two days after arriving in Cambodia. The last location that he sent to his family before losing contact was the Baolong area. His family contacted On the Grounds for help and to share a missing person notice.
The location features in numerous posts on Telegram channels used by scam industry insiders, including reports of violence that in some cases have led to deaths. Although we were unable to verify these posts, in May 2025 a Chinese man’s body was found buried in a shallow grave close to the site. The police followed clues back to what media reports described as a nearby Chinese-invested real estate development. Although Baolong 4 was not named in media reports, there are no other significant developments in this rural area.
Five Myanmar nationals were arrested in connection to the man’s death. Several Telegram posts indicate that online groups have relocated to this site from Myanmar. The arrested men claimed that the deceased fell ill and died in his room, after which they panicked and buried his body. According to the Khmer Times, the police investigation concluded he died of a heart attack, a common explanation for deaths that occur in online compounds in Cambodia.
During the armed border conflict between Cambodia and Thailand in December 2025, at least one shell fell directly next to the Baolong 4 compound. Video from the compound security cameras show how close this came to hitting the busy compound.

Which Actors and Companies Have Been Linked to Baolong 4
We were unable to confirm which individuals and companies own the compound, but several companies can be connected to the location.
The company Jing Ta Ti Real Estate Development Co., Ltd. received the casino licence for Jin Dicheng Casino, which is located at Baolong 4. The company is chaired by Cambodian national Chea Sreyka. The other director is a Chinese man named Chen Zeji, who obtained Cambodian nationality in 2019.
Various businesses can be seen in and around the Baolong 4 compound. One such business is Smart New City, which has a real estate service centre office located on one of the main roads passing through Baolong 4. In various online materials, this entity uses the name Smart New City and Smart New Town interchangeably.

The company Poipet Smart New Town (Cambodia) Real Estate Development Co., Ltd. was registered in 2023 and has an address in O Bei Choan, the same commune as Baolong 4.
Promotional materials published by Smart New Town in 2024 stated that its office was located at Sanco Special Economic Zone (the location of another scam compound called Baolong 3, profiled here). Recruitment ads posted by Smart New Town in 2025 give its address at the office of Sanco Cambo Investment Group, the developer of the Sanco SEZ.
