Background
This compound is located off National Road 59 in O’Ampil Village, Malai District, Banteay Meanchey, around 30 kilometres from the major online scam hub of Poipet City. In scam industry Telegram groups it is commonly referred to as Dingsheng Park. Law enforcement and government spokespeople have referred to it as Chhay Na Boeung Beng (ឆាយណាបឹងបេង). It was the subject of a dramatic raid in March 2026, which led to the detention of over 800 people.
The site was largely undeveloped until 2025, but was then constructed rapidly and at the time of the raid had more than 20 buildings. Images of the property show high walls, closed gates, razor wire, and security cameras.
The site has appeared frequently in scam industry Telegram channels over the past year. They describe familiar brutal conditions, with violence common, especially for those who do not meet performance targets or follow orders. Several posts state that escape attempts have resulted in brutal beatings. A local source told one online Chinese media outlet that people have died in the compound.
The post below from 3 weeks before the raid is from a Vietnamese national who says they are detained at the site and forced to work after being lured with the offer of selling a kidney – a disturbing but thriving industry in the region. They claimed that over 1,000 Vietnamese were being held at the location. As discussed below, these details were confirmed by police after the raid.

Incidents
The compound was raided on 12 March 2026 by a National Police task force in partnership with provincial authorities. The operation continued into the night, and videos show hundreds of workers rounded up in the compound courtyard. According to official reports, police detained 811 foreign nationals, including 776 Vietnamese, 34 Chinese, and one Malaysian, and seized evidence of online romance and investment scams.
A huge force of armed law enforcement officers stormed the compound. Images showed workers still at their keyboards with their hands on their heads, and Cambodian security guards sprawled on the ground inside the compound. Police seized evidence of online scam operations and two days later announced that the site would be sealed. The immigration department confirmed that the 776 Vietnamese detainees had been “expelled” from Cambodia on 17 March.



The Deputy Commissioner-General of the National Police told the media that the operation involved romance-investment scams targeting victims in Vietnam. According to his briefing, workers were lured to Cambodia via TikTok, WhatsApp, Zalo, Telegram, and Facebook advertisements soliciting people willing to sell their organs (presumably kidneys). Once across the border, victims were forced into scam work.
The chief of Tuol Pongro Commune, where the compound is located, was interviewed by Mekong Independent. He told the reporter that his office had not been involved in the raid and that orders had come “from the top”. He said he had seen many cars going in and out of the compound prior to the raid but did not know what was happening inside: “We see the buildings and we do not know what’s inside because we have never been inside. … They have the guards, and we are just small potatoes.” The commune police chief said he was unaware of either the raid or the location. Which Actors and Companies Have Been Linked to Dingsheng Park?
We were unable to confirm who currently owns or manages the property. The commune chief told Mekong Independent: “The land was owned by Cambodians, but we do not know how they rented it. We do not know about it”, but did not specify who exactly owned the land.
The Dingsheng Park area was previously known as the China Poipet Satellite City (中国波比卫星城), and was connected to well-known Cambodian celebrity and property developer Leng Navatara.
In 2019, Tek Bunthoeun, a brigadier general in the prime minister’s bodyguard unit, posted images of himself and Leng Navatara at the construction site with the caption “In progress”. Tek Bunthoeun is married to Pang Nakry, and they are believed to own the land on which the nearby Baolong 2 scam compound is situated (see profile here). Tek and Pang can also be seen in videos of the launch of the China Poipet Satellite City project in 2020. A local resident confirmed to Mekong Independent that Tek Bunthoeun and Leng Navatara had worked on a joint venture in the area.
The project apparently encountered difficulties, and although several buildings were constructed in 2019 to 2020, there was no further significant movement until 2025 when the compound was rapidly built. It is unclear if Leng Navatara and Tek Bunteoun maintained an interest in the property.
We identified one Facebook post from private security firm Guard 24 advertising positions as security guards at Dingsheng in 2025. The post includes an image of guards standing in an area that we geolocated to inside the compound, and a small map in the corner of the image has a pin in the vicinity.
