Mondulkiri Vegetable & Fruit Wholesale Market
This large compound was built rapidly starting in mid-2024 and is still expanding. It was raided in July 2025 and almost 150 people were detained, but police left most of the complex undisturbed and it continued to operate.

Background
The site began construction somewhere between March and October 2024, growing rapidly. Posts on Telegram channels used by scam industry insiders indicate that as of October 2025 it had four zones, named A, B, C, and D. It was raided in July 2025.

We were unable to identify the formal name of the site, but the archway over the entrance reads ‘Mondulkiri Vegetable & Fruit Wholesale Market’, suggesting that the site has been repurposed for online operations.

The site is surrounded by high walls, and security personnel can be seen inside the compound and controlling the gates. The balconies on some buildings are entirely caged.

Posts on Telegram channels used by scam industry insiders describe the site as a ‘black park’, where people have been trafficked and are unable to leave. One post from May 2025 says that scam operations there mostly target people in China, the United States, and Europe. The poster said that companies based here mainly came from Myanmar, and that people with poor performance are sold, while those that perform well find it hard to leave.

Incidents
In July 2025, during a national crackdown on online scam operations, zone C of the complex was raided. According to authorities, 149 people were detained. This included people of 13 nationalities: 36 Pakistani, 35 Cambodian, 27 Indonesian, 16 Bangladeshi, 9 Vietnamese, 8 Indian, 4 Ugandan, 3 Thai, 3 Myanmar, 3 Cameroonian, 2 Nigerian, 2 Sierra Leonean, 1 Chinese. Of the foreigners arrested, 33 held passports and 81 did not.
The police seized 541 computers and 788 phones, which hints at a much larger operation. It is unclear why the police raided just one area of the complex and left other zones undisturbed. However, Chinese-language media On the Grounds reported that three days prior to the raid, news had already leaked that zone C would be inspected and other areas left alone. A leaked message alleged to be from the property management prohibited workers from drying their clothes outside, instructed them to keep curtains drawn, and to continue to work as normal. It also said that over the following three days there may be drones flying over, so people should not wander outside.






In July 2025, prior to the raid, the head of the Mondulkiri Department of Land Management, Planning, and Construction submitted a request to the provincial governor requesting intervention to suspend construction at the site. The letter states that the owner had a construction permit but was building structures far beyond what they had received approval for.
