Background

Once open to tourists, Diamond Mondulkiri Resort now hosts online scam operators. In March 2024, the Global Anti-Scam Organization reported on the rescue of a Chinese man from the site.

Posts on Telegram channels used by scam industry insiders complain about conditions at the site. The post below says the slightest errors can result in beatings, and that there are minors at the property who have been recruited through deception.

The resort’s Facebook page has been inactive since November 2024, and images from 2025 show that the walls have been raised and gates erected and kept closed.

Incidents

In March 2024, the Global Anti-Scam Organization (GASO) reported on the case of a Chinese man surnamed Feng who was brought against his will to the property and forced to work for a scam operation. Feng told GASO his supervisors were mostly Fujianese and subjected workers to beatings and sexual humiliation. He said that the leaders of the operation had migrated from Myanmar. Eventually he was able to get a message out and was rescued, but GASO reported that the release was challenging and took time due to the slow response from authorities.
