Background

Baolong 2 is a scam compound located in Malai district of Banteay Meanchey, south of Poipet City. It has been subject to frequent discussion in Telegram channels used by scam industry insiders. Another nearby compound was raided in April 2026 (see profile here). We have not seen any reports of law enforcement action targeting Baolong 2, but a few days after the neighbouring compound was targeted, there were indications that Baolong 2 at least partially evacuated.

Three other compounds carry the Baolong name. A large park has been developed in rural Banteay Meanchey, often referred to as Baolong 4 (see profile here). Baolong 3 is located on the edge of Poipet (see profile here). Baolong 1 is in central Poipet (see profile here).

Baolong 2 is commonly referred to on Telegram scam channels as Vegas Park (维加斯园区). Posts in these channels discuss long working hours and brutal conditions in the compound, with severe physical punishment meted out upon workers who fail to hit targets. Several posts mention companies relocating here from Myanmar, and some allege that the compound is protected by military connections.

In March 2025, Mekong Independent reported on conversations it had with a Ugandan man trapped in the compound in February. The man claimed to be part of a group of more than 100 seeking to escape the compound, which was holding their passports. The man said he had to impersonate women to chat with men online, and reported workers being subject to extreme violence. He said he was sold to the compound from another scam site in Koh Kong province called Long Bay (see profile here). The man was able to leave Baolong 2 a week after contacting the reporter, after his Chinese bosses grew nervous about the nationwide crackdown on online scams, but he said many others remained trapped.

The compound sits within a larger proposed project known as the Malai 73ha Urban Planning & Development. This was to include a golf course, casino, ‘community square’, and ‘prestige villas’.  The design images and glossy videos for this development stand in stark contrast to the secure scam compound that in fact occupies this space today.

The area that hosts the scam compound was envisioned as the ‘Woodland Casino’ (for another unrealised design video see here).

As of October 2025, the road leading to the compound off National Road 59 was blocked by gates and manned be security guards.

Incidents

Although we have seen no signs of any police intervention at Baolong 2, around the time that a major raid occurred at a nearby location in March 2026 (see profile here), posts on Telegram indicated that there was at least a partial evacuation of the site. Videos circulated showing a large number of luxury vehicles exiting the road on which the compound is located. Several of these cars carried military number plates. They also showed buses arriving at the site.

Which Actors and Companies Have Been Linked to Baolong 2 Park?

As noted above, the compound is situated in a development area known as Malai 73ha Urban Planning & Development. This development belongs to the Pang Nakry Group, whose office sits just north of the compound.

The head of this group is Cambodian national Pang Nakry. Media reports on company events also identify Tek Bunthoeun as a representative of Pang Nakry Group. Tek is a brigadier general in the prime minister’s bodyguard unit and the husband of Pang Nakry.

Media reports from 2016 connected Pang Nakry and Tek Bunthoeun to a timber and sawmill business in Malai that was investigated after a raid on a warehouse owned by Tek allegedly found illegal timber.

In March 2026, a local vendor told reporters from Mekong Independent that villagers in the vicinity of Baolong 2 sold land to Tek Bunthoeun several years earlier.

Pang Nakry Real Estate Co., Ltd. owns a steel processing plant south of Baolong 2. This was inaugurated in 2022 at a ceremony presided over by then Banteay Meanchey provincial governor Oum Reatrey and company chair Pang Nakry. The Deputy Chief of Cabinet of former Prime Minister Hun Sen was also in attendance, along with a secretary of state from the Ministry of National Defence, a personal advisor to Hun Sen, the chairman of the provincial court, and Cambodian, Chinese and Thai investors. Pang Nakry is the chair of  Pang Nakry Real Estate Co., Ltd. and CSI Steel Industry (Cambodia) Co., Ltd.

The Pang Nakry network of companies also includes Malai Development Co., Ltd., which is actively promoting investment in the Malai Integrated Industrial Park special economic zone. Its exact location is unclear and it appears to be in the pre-construction stage.

In 2024, a subsidiary of a Hunnan Province state-owned company, Hunan Construction Investment Group, signed a strategic collaboration agreement with Malai Development Co., Ltd. It is unclear if any joint activity moved forward between the two companies.

According to data from Cambodia’s gambling commission, no casino licence has been issued at the location of Baolong 2, although in Telegram scam channels the compound is commonly referred to as Vegas Casino, and Pang Nakry Group refers to this part of its development area as Woodland Casino. Pang Nakry was the chair of a company named Woodland Vegas Co., Ltd. until January 2025.
