Background

Poipet Palace Plus Casino received a casino license in December 2022. It has a casino flanked by two adjacent office buildings. Poipet Palace Plus was previously located at a smaller building in another part of Poipet City, but the casino sign at this location has since been removed, and it is unclear if it still occupies the space.

Poipet Palace Plus operates a land-based casino and PPP branded gambling websites can also be found online. Online casinos have not been legal in Cambodia since 2019. The PPP788 online gambling site is available in Thai and English. It is illegal for Thai nationals in Thailand to gamble online.

Poipet Palace Plus also rents out space to online operators, and appears on numerous Facebook pages advertising office space for rent. Pictures appearing in some of these posts show offices set up to accommodate rows of computers.

Some posts advertising space for rent are in Bahasa Indonesian and some in Thai. Poipet City is host to a large number of Indonesian and Thai operations involved in illegal online gambling and scams. Several of these ads note the existence of the casino licence and ‘100% safety’. Some note the property has Cambodian, Thai, and Indonesian IPs. One states the location is ‘Good safe for open Judi online have license’. ‘Judi’ is Bahasa Indonesian for gambling. Online gambling is also illegal in Indonesia.

The office building to the left of PPP was known as Palm Condominium when it broke ground, but is now commonly referred to as PPP2 or PPP3.

Offices are available for rent in various sizes from around 50 metres squared to over 1,000. Floor plans included in one ad indicate that offices are rented out on at least the fifth, ninth, tenth, eleventh, and twelfth floors, with many already occupied.

A new office building was completed and opened in mid-2025 and Poipet property agents are now advertising office space for rent inside. This building sits to the right of the PPP casino.

Poipet Palace Plus Casino’s logo appeared on the banner of the now offline Facebook page for Office Poipet, which advertised online office space for rent in the city. It appeared alongside the logos of other properties that are involved in online activities. Posts on the Office Poipet page explicitly target ‘online’ renters, and offer direct internet access (DIA), which involves private connection that is not shared with other customers and provides enhanced reliability and security.

Which Actors and Companies Have Been Linked to Poipet Palace Plus Casino?

According to its casino license, Poipet Palace Plus Casino is owned by Poipet Palace Plus Entertainment Co Ltd. Cambodia’s business register identifies the company chair as Cambodian national Vuth Savy. The company received its casino license in December 2022.

Vuth Savy is a Deputy Prosecutor in Preah Vihear Province. Until December 2024, he was chair of WN Entertainment Co., Ltd. which previously held a licence for WN Casino, also in Poipet (profiled here).

Media reports show Vuth Savy engaging in several charitable events in recent years alongside Yun Senghak and Suong Sokheang, who are both directors at Poipet Palace Plus Entertainment. Yun Senghak owns companies carrying the Palm brand (as noted above, the building adjacent to Poipet Palace Plus Casino is or was named the Palm Condominium).

A third director, Uy Sokly, co-founded Elegant International School (EIS) in Banteay Meanchey with Yun Senghak and Suong Sokheang. EIS states on its website: ‘Our students, the prime future pillars of national economic developments, will become the best national and global leaders who will be knowledgeable, highly qualified, extremely competent, and possessing a high ground of moral and virtue.’

Suong Sokheang, is also a director at the company Four Star Plus Four Co., Ltd., which owns another casino linked to online activities called Star Gold Casino & Hotel (profiled here).

On its online casino website, Poipet Palace Plus says it is ‘authorized and regulated by First Cagayan’ (although it is unclear if this is true). First Cagayan Leisure and Resort Corp. is a Philippines based company specialised in the development of the gaming and tourism infrastructure. It was appointed as master licensor for interactive gaming for the Cagayan Special Economic Zone and Freeport in the Philippines, and regulates and monitors the licensing and operation of interactive gaming and ‘through its sister companies, provides infrastructure, Network Operations Center (NOC), and other facilities that help the operators penetrate the gaming markets worldwide.’

The Poipet Palace Plus website provides a range of games, including from the companies AE Sexy Gaming and Venus, which belong to Awesome Entertainment Group, a company connected to Pauly Kuo (Kuo Che-min), who was arrested and deported from Thailand to Taiwan in 2023 on money laundering charges. It also hosts games from other major brands including Ruby Play, Spadegaming, Playtech, Pragmatic, and SBOBET.

There is no evidence indicating that Poipet Palace Plus Entertainment Co Ltd. or individuals connected to the company are directly involved in online criminal activity. However, there is ample evidence to indicate that space inside its properties have at least been provided to those who are, and the PPP brand is being used on online gambling websites, which if run from Cambodia are in breach of gambling laws.
