Background
KMH Paradise Tower Casino Hotel is a casino located in Poipet City, Banteay Meanchey Province, Cambodia. It has a second property referred to as KMH 2 nearby. It was raided during a nationwide online scam crackdown in 2026.

KMH Paradise Tower Casino Hotel received a casino license in September 2022. Various property agents in Poipet have offered office space for rent at KMH, with pictures featured in these ads showing offices set up to accommodate rows of computers.
Several posts state that the location is licensed and has ‘100% safety’, with Thai, Indonesian, and Cambodian internet connections, which would allow users to present their location in any of these countries. Some posts advertising space for rent target Indonesian speakers. Poipet City is host to a large number of operations involved in illegal online gambling and scams targeting Indonesians.



A building to the rear of the casino referred to as ‘KMH 2’ is also renting out office space. Again, online rental ads show rooms set up to accommodate rows of computers.




In January 2026, Cambodia’s gambling commission approved an updated floorplan for the casino. The plan shows the property has three main buildings with a total of 38 floors. The casino area takes up less than 800 square metres, and 7 floors are marked as hotel rooms, covering 4,700 square metres. 19 floors are marked as ‘office for rent’, with a combined area of around 12,600 square metres. There is also a 6-story residential building.

A Linkedin profile of a Pakistani national lists his job at KMH Paradise as Executive Receptionist, with the job description “chat support executive, cryptotrading”. He previously worked in a similar role at Dynasty Hotel, another casino that hosts online scam operations in Bavet (see profile here).

Incidents
In May 2026, police raided the site as part of a citywide crackdown on online scam operations. According to media reports, only 12 people were arrested (8 Indonesian and 4 Chinese nationals), yet images released by the police show online offices with large numbers of desks and computers, and bags full of seized passports. Police seized equipment suspected of being used for online fraud, as well as suspected torture implements, including handcuffs, tasers, and batons.
Two weeks later, the Cambodian gambling commission revoked the casino’s licence. In its statement, the commission said just seven people were arrested but 176 phones and around 130 computers were seized.

This is not the first time police have inspected the property. In June 2024, local media reported that residents close to KMH Paradise had observed foreigners of various nationalities, including Thai, Indonesian, and Chinese, living in the building and working ‘online’. These reports included images alleged to be taken on the upper floors of KMH showing a room full of workers at computers.
After these reports circulated, court officials and police inspected the building and reported that the property had all the necessary permits and was not engaged in any illegal activity.

Which Actors and Companies Have Been Linked to KMH Paradise Tower Casino Hotel?
My Chance Entertainment Co., Ltd. received a casino license for KMH Paradise Tower Casino Hotel in September 2022. The company is chaired by Cambodian national Lim Kheang. They took up the position of chair after a previous board of five Cambodian directors stood down in December 2019.
The former chair was a Cambodian national who is currently the chair of the company Family World Palace Co., Ltd., which owns another casino linked to online operations called LPP Casino (see profile here).
Other former directors of the company who stepped down in 2019 include a deputy commander of Banteay Meanchey Provincial Military Police, a major general in the Banteay Meanchey Provincial Police, and a police brigadier general who also serves as an adviser to the Ministry of Interior.
There is no evidence indicating that My Chance Entertainment Co., Ltd. or individuals connected to the company are directly involved in online criminal activity, but there is ample evidence to indicate that space inside the property has at least been provided to those who are.
