Background
LPP Sky is a licensed casino but rents office space to online operations. Posts on Poipet property pages advertise office space at LPP Sky, stating that the location is licensed and has ‘100% safety’. Several state that it has both Thai and Cambodian internet connection, which would allow users to present their location in either country.
Some posts indicate that there is dormitory space available. Pictures of the casino available online show barred windows from the ground to upper floors. Several online ads offer office space for rent at a second newer tower block at the rear of the main LPP Casino building. The second building is 18 stories high, with windows and balconies also caged.
Recruitment posts for LPP Sky can be found on Telegram, including the one below, targeting Cambodians who can read and write Thai to work in ‘debt collection’ at the call centre.
In January 2026, Cambodia’s gambling commission approved an updated floorplan for the casino. The plan shows the casino has two buildings with a total of 25 floors. The ground floor of one building hosts the actual casino, while 19 floors are described as ‘bedrooms’.
Incidents
In 2022, several local media reports alleged that the public-facing casino at LPP Sky was allowing Cambodians to gamble, in violation of Cambodian law which does not allow citizens to gamble.

LPP Sky has made donations to local authorities, including Poipet City police in 2022. Representatives have also made donations to local charitable causes.
Which Actors and Companies Have Been Linked to LPP Sky Casino?
Family World Palace Co., Ltd. was granted a casino licence for LPP Sky Casino in December 2022. The chair is Cambodian national Tan Sophay, who was also the former chair of the company My Chance Entertainment Co., Ltd. which owns another casino linked to online operations, KMH Paradise Tower Casino & Hotel (see profile here).
The company has four other directors who are all Cambodian nationals. One of them, Seng Sreyleak, was also previously a director at S.U.G. (Cambodia) Trading Co., Ltd. This company owns Sand Palace Hotel, which also leases out space for online operations, which was raided in May 2026 (see profile here).
In October 2020, LPP Sky Casino executives made donations to local families impacted by flooding. They were joined by Suon Bovor, an Undersecretary of State at the Ministry of National Defense. Suon Bovor is married to Family World Palace Co., Ltd. director Song Pholline. He was previously governor of Banteay Meanchey Province, before being removed in 2019. In 2017 he was made a major general in Cambodia’s armed forces while simultaneously holding the governor position. Their son is an official at the Banteay Meanchey Department of Rural Development and also holds a position at the Union of Youth Federations of Cambodia.
Family World Palace Co., Ltd. director Ros Sruon is married to a lieutenant general in the Poipet City police force who is a deputy police chief in charge of immigration.
There is no evidence indicating that Family World Palace Co., Ltd. or individuals connected to the company are directly involved in online criminal activity, but there is ample evidence to indicate that space inside the property is at least being provided to those who are.
