Site BM31 is discussed in scam industry Telegram channels. Posts from late April 2026 stated that hundreds of people were present at this secure site, and that it absorbed many groups that fled other locations in Poipet during a nationwide crackdown on online scam operations that reached Poipet in March.

Telegram post from 26 April 2026 says groups flooded in as a crackdown took place in Poipet, and the compound continued to operate.

Recent satellite imagery shows that this property was developed rapidly in under five weeks in March 2026.

There were no signs of development on 8 March, but multiple temporary structures were visible by 12 April. Source: Copernicus.

Images posted on Telegram that appear to have been covertly captured by people inside show large numbers of computer monitors stored in the adjacent warehouse, and give an idea of what the rapidly-built structures look like.
