Background

Site BM19 is an apartment building situated in the south of Poipet City. The access road to the property is blocked and controlled by security guards, and internet signal boosting devices can be seen affixed to the top of the building. These devices were banned by the Cambodian Government in 2022.

We have identified multiple job listings on scam industry recruitment channels that pin the location at Site BM19 and identify the secure entrance. One Khmer language ad was recruiting for the position of “reception / killer”, requiring experience in “chatting / crypto”. In industry terminology, killer usually refers to the line of operations that execute the scam. The job offers a salary of up to US$1,200 plus commission. There are also Chinese language ads looking for Cambodian-Chinese translators. One lists the requirements as: “fluent Chinese speaking skills and familiarity with company operations”.
