Background

Site BM15 consists of two three story buildings with features common to online scam facilities across the country. An individual we have identified as a current or former police officer posted a rental ad for the property on his personal Facebook in 2025. This individual is connected to several other people that we have identified linked to Poipet casinos that rent space to online operators.

Inspection of the attached photographs shows all windows sealed with metal bars, and fully caged balconies.

The property also has internal metal cages and gates, allowing different parts of the property to be locked down.

Which Actors and Companies Have Been Linked to Site BM13?

We were unable to confirm who owns or manages the property, but it was advertised for rent on the personal Facebook page of an individual who is a current or former police officer and an associate of other individuals linked to Poipet casinos.
