Background

Site BM01 is an unnamed property located in a residential area north of the city centre of Poipet. In 2025, it was linked to raids by Cambodian police.

Incidents

In March 2025, Cambodian authorities raided two locations in Poipet suspected of being linked to online fraud operations. On 1 April, Thai police held a press conference announcing that 56 Thai nationals had been repatriated and arrested in connection to 1,154 cases of fraud that caused financial damages exceeding 709 million baht (US$20.7 million) to victims across Thailand.

The raids targeted Thai-run call centre gangs that had been recruiting Thai nationals to open fraudulent bank and cryptocurrency accounts. According to Thai police, the scam operation recruited them through social media, after which they were required to open mule bank accounts. They were paid 3,000–5,000 baht (US$91–152) per account opened. The operators arranged for them to illegally cross the border into Cambodia to provide facial scans to approve transactions involving scammed funds.

During the press conference, police identified the property at Site BM01 as the location where the mule account holders lived.

While some of those arrested said they were coerced, Thai police screening said none were victims of human trafficking or displayed any signs of physical violence. The Cambodian police report on the raids stated that 46 of those detained ‘were living in conditions where their freedom of movement was restricted’, but also stressed that there were no signs of them being victims of violence or human trafficking. The group included two children.

At the time the case was reported, seven suspected ringleaders remained in custody in Cambodia under investigation.
