Background

O’Neang International Casino is located on the outskirts of Poipet City, Banteay Meanchey, Cambodia. It sits at the centre of a partially constructed complex of around 20 buildings that is commonly referred to as Qilin Park in Chinese.

In January 2025, local media SBM News reported that a Cambodian former employee had shared information that the property housed an ‘online casino call center’, with foreign employees from Nepal, Pakistan, and India who were not allowed to leave the compound.

According to the whistleblower, the casino was previously open to the public, but after the Covid-19 outbreak, business declined and failed to recover. In mid-2024, a Chinese businessperson from Sihanoukville rented the property. The former employee said many Cambodian workers were laid off and the property gates closed, blocking access to the public. A security guard outside the building also told SBM News that the property hosts online operations and workers are not allowed to leave the compound.

Satellite imagery shows that sometime in mid-2024 construction began on a compound surrounding the casino. The site has perimeter walls and gates are controlled by security guards. Metal bars have been installed to cage in the balconies on some buildings.

The original plans for the area were quite different, and Facebook pages that have been dormant since 2018 to 2019 show that the developer was at the time promoting sale of houses to the general public. There are currently no signs that a Ferris wheel is going to be built any time soon.

In January 2026, Cambodia’s gambling commission approved an updated floorplan for the O’neang International Casino. The plan shows the casino area has 25 plots, around half of which have not yet been developed. Two existing buildings are marked as casino areas, and two large developed areas are marked as ‘guesthouse’, but these properties are secure and public access is blocked. A further 40,000 square metres is available for rent, and over 183,000 square metres is marked as vacant, but it is partitioned in a way that looks like it is planned for future development.

Qilin Park is mentioned frequently in scam industry Telegram channels. Posts describe harsh conditions inside, with trafficked and coerced labour, including minors. Multiple people describe beatings being carried out on those who fail to hit performance targets.

Post in Telegram channel claiming that 15 people escaped but 10 were captured and severely beaten, 8 April 2026.

Through March and April 2026, with a crackdown on online scam operations targeting sites in Poipet, Telegram posts indicated that the compound had remained closed and refused to let people leave. On 6 May, provincial authorities said they inspected the casino and found no foreigners or any suspicious materials.

Which Actors and Companies Have Been Linked to O’Neang International Casino?

The company Rong Linh Linh Investment Co., Ltd. received a casino license for O’Neang International Casino in December 2022. Cambodia’s business register identifies the company chair as Cambodian national Oeng Meng Toek. The whistleblower who talked to SBM News said the casino was owned by ‘Ta Toek’ (តាតឹក), or Grandfather Toek.

Oeng Meng Toek is a past or present military officer, and according to several reports, he is or was an adviser to Huy Piseth, a four-star general in the Prime Minister’s Bodyguard Unit. Local media reported in 2019 that several people accused Oeng of deceiving them into land sales in Poipet. It was also reported in 2015 that he was involved in illegal logging.
