KAEC Poipet Casino (New Site) / Jinhai Park

In 2025, KAEC Casino moved to this new location from a smaller property in the centre of Poipet. Construction of the compound began in 2024, and within a year the site reportedly had more than 500 people working in online scam operations. The site goes by the name Jinhai Park in Chinese. It is connected to a government adviser who holds the rank of undersecretary of state.

Background

Construction of this compound began in the second half of 2024, and by 2025 it was already active, with more buildings still under construction. Data from Cambodia’s gambling commission pins KAEC Poipet Casino at the site (returned to below). The site also goes by the name Jinhai Park or Jinhai Property.

We have identified discussion of Jinhai Park in scam industry Telegram channels going back to mid-2025. Posts there state that the property is managed by a Chinese group, and claim there were upwards of 500 people working there, mostly Chinese, but also some Africans. Various posts discuss physical violence in the compounds, and claim that many people inside were trafficked. The perimeter of the property is surrounded by high walls, and windows and balconies are caged.

The image below was circulated on Telegram and is alleged to be a list of fees charged by Jinhai. It includes fees for office space, dormitories, property management, utilities, and internet. There is also a ‘workstation fee’ per person. It offers five per cent discount for groups of 100 or more and 10 per cent for groups of 200 or more.

In March 2026, with an online scam crackdown sweeping across Poipet, Telegram channels continued to post messages from people claiming to be inside the compound. However, in late April, posts circulated indicating that the compound was evacuating.

In January 2026, Cambodia’s gambling commission approved an updated floorplan for the casino. The plan shows seven buildings with a total of 29 floors. Two floors have casino facilities, two contain offices and staff offices, and 25 floors are marked as ‘accommodation’. The casino is not open to the public, so there is no justification for such a huge amount of accommodation.

Incidents

In November 2025, a video circulated online that was apparently filmed from outside the property showing a man stood on a caged balcony at the site. In an apparent plea for help, the man gesticulates in the direction of the camera, mimicking what looks like someone being beaten.

After the video became public, authorities led by the deputy provincial governor inspected the location. According to local media reports, in advance of the inspection, several luxury vehicles were seen leaving the property. Reports did not indicate what the outcome of the inspection was.

Which Actors and Companies Have Been Linked to KAEC Poipet Casino / Jinhai Park?

KAEC Poi Pet Co., Ltd. received a temporary casino licence for KAEC Poipet Casino at the old site in December 2022 (see profile here). The chair of the company until December 2024 was previously a vice president of the Banteay Meanchey Chamber of Commerce.

The board of directors was replaced in December 2024 by a new group of five Cambodian nationals, and the casino relocated to the current site in 2025. The company is now chaired by a Cambodian national and has four other Cambodian directors.

One director is Cambodian Ung Seangrithy, she is the founder and president of Ung Rithy Group, one of Cambodia’s largest labour recruitment companies, which for years has recruited and posted Cambodian workers overseas. She is also the sister of Sok Phal, who was previously the Director-General of the General Department of Immigration.

Ung Seangrithy is an adviser to the Ministry of Labour and Vocational Training with rank equal to undersecretary of state, and the current chair of the Cambodian Chamber of Commerce. She is also the honourary permanent president of the Association of Cambodian Recruitment Agencies (ACRA), and her daughter Sen Pisethvannida is now acting president of the association. Both Ung Seangrithy and her daughter hold the honorific title of okhna.

Another director, Tan Kimhuong is married to Ly Seangpheng. Ly owns L S P Louk Kreoung Akisani. This translates to LSP Electrical Hardware Sales. In a set of images posted on Telegram by someone claiming to be inside the compound, a shop can be seen with a sign for LSP Laundry. Tan is also director at another company alongside Pang Nakry, who is the wife of an officer in the Prime Minister’s Bodyguard Unit, and is linked to the Baolong 2 scam compound (see profile here).
