Gold Planet Casino is a licensed casino but also hosts online gambling operations. The casino website describes online casino rental as a key revenue stream, and several online gambling platforms state they are located there.

Background

Golden Planet Casino & Resort received a casino license in December 2022. Available evidence indicates that it hosts online gambling platforms even though online gambling has not been legal in Cambodia since 2019.

The casino’s website lists among its products and services ‘online casino rental spaces’. Images of the casino masterplan specify the areas that are reserved for online casino rental. It also has an area of ‘affordable residences’ described as a five-story building with 400 units. It describes online casino rental as a ‘key revenue stream for Gold Planet development’.

The Youarelucky online gambling site provides its address as Golden Planet Casino, Poipet. Its landing page is in Thai. It is illegal in Thailand for nationals to gamble online. Among the gaming platforms that Youarelucky links to is UFABet. In November 2023, Thai police arrested a UFABet executive, seized properties belonging to him, and shut down websites due to illegal activities. Youarelucky also lists AFB 88, a Cambodia-based online gambling platform linked to Singaporean-born Cambodian citizen Phua Gek Seng. It also includes links to G Club, SA Gaming, and Jack 88.

Another gambling site, 4Sharebet, also lists its address as Gold Planet Casino, Poipet. It has similar gaming platforms to Youarelucky, including UFABet and AFB 88. It also links to AE Sexy Gaming, which belongs to Awesome Entertainment Group, a company connected to Pauly Kuo (Kuo Che-min), who was arrested and deported from Thailand to Taiwan in 2023 on money laundering charges, and Lin Ping-wen, who died in Sihanoukville in 2026 after being shot 29 times.

The website of Nexmax, which describes itself as the ‘best betting online company in ASEAN’, lists its address as Gold Planet Casino. Nexmax states on a Facebook page last updated in February 2024 that it started in Malaysia in 2018 before moving to Cambodia.

A now offline Nexmax Facebook page included ads for ‘customer service staff’. Posts were in Chinese and English, seeking people aged 18–28 who could speak English, Chinese, and Malay. Nexmax job ads can also be found on Indian recruitment platforms. Some provide salary details in Philippine peso. As is common with recruitment ads for online work, they promise accommodation, flights, visa, and performance bonuses. Ads on a Nexmax X account last updated in 2022 target Indonesians with recruitment for digital marketing and customer service in Poipet.

Gold Planet Casino’s logo appeared in now offline Facebook posts for Office Poipet, which advertised online office space for rent in the city. It appeared alongside the logos of other properties that are involved in online activities. Posts on the Office Poipet page explicitly targeted ‘online’ renters.

In January 2026, Cambodia’s gambling commission approved an updated floorplan for the casino. The plan shows the actual casino area takes up a small fraction of the property. The plan shows the casino has floorspace totalling around 44,000 square metres. Out of this, over 32,000 square metres is described as “office for rent”.

Which Actors and Companies Have Been Linked to Gold Planet Casino?

Amaze Trading Co., Ltd. received a casino license for Gold Planet Casino in December 2022. The company is chaired by Cambodian national Chimm Pouthy, who holds the honorific title of okhna.

Chimm Pouthy is also chair of the company National Concrete Co., Ltd., which counts among its directors Phu Sae Ping, the son of Senator Kok An, who has been linked to several online gambling and scam sites in Cambodia (see our profile on Crown Resorts Poipet). Another director at National Concrete is Chhun Heng Leng, who is a director at AFB 88 Co., Ltd. and other companies linked to the AFB 88 online gambling brand.
