Background
This location was previously known as the V9 International Hotel, but sometime in recent years the ‘V9’ was removed from the sign. It is located in Poipet City, Banteay Meanchey Province.
Available evidence indicates it has housed online operators. In March 2021, when it was still known as the V9 International Hotel, the building was the site of the first recorded COVID-19 case in Poipet. More than 50 people were quarantined, including 23 Chinese, 12 Cambodians, 10 Thai, five Vietnamese, five Singaporeans, and one Japanese national.
Incidents
In August 2023, at least three people were seriously injured at the former V9 International Hotel after leaping from balconies when a fire broke out. Photos taken in the aftermath of the fire show dormitory rooms set up like those used by online operations. The injured people were reportedly Indonesian. A large number of Indonesian online operators are based in Poipet.

According to Angkor Today, the building was rented to foreigners and most residents were Chinese and Indonesian.
In 2024, Global Anti-Scam Organization (GASO) reported that it had helped to rescue a Bangladeshi national from this location.
In 2024, a fire also broke out at the Triple Crown Building (profiled here), which is just across the road from the former V9 International Hotel, causing foreign workers to spill out on to the street and climb to the roof.
