Background

Diamond City is a licensed casino but has also rented office space for online operations. Archived versions of the casino’s now offline website (captured in December 2023) include a section titled Online Office for Rent. Written in Thai, the page states: ‘We have space for rent for use as an online casino office under a legal casino license. For those who wish to rent, please contact Diamond City Casino to view the space.’ Online gambling has been illegal in Cambodia since 2019. In December 2025, Cambodia’s gambling commission approved an updated layout plan for the casino. This indicates that three quarters of the property are taken up by offices.

Which Actors and Companies Have Been Linked to Diamond City Casino & Hotel?

W.E. Development Co., Ltd. was granted a casino licence for Diamond City Casino in September 2022. The chair is a Cambodian national.

Until December 2019, Cambodian national Leng Thiden was a director at W.E. Development Co., Ltd. She is the wife of General Bun Nam Eang, Deputy Commander of Banteay Meanchey Province military police. In 2019, General Bun Nam Eang was involved in raids targeting two locations in Poipet that were hosting illegal online gambling and led to the arrest of 50 Chinese nationals. Leng Thiden was also a director at S.U.G (Cambodia) Trading Co., Ltd. until September 2023. This company owns Sand Palace Hotel, which also rents space to online operations (see profile here).

The casino sits in a wider development known as Diamond Star, which was built by W.E. Development Co., Ltd. Bun Nam Eang can be seen in photos on Diamond Star’s now dormant Facebook page.

Another former director at W.E. Development Co., Ltd. is Cambodian national Heng Rady, who is or was a police officer. He also has other property investments in Poipet.

There is no evidence indicating that W.E. Development Co., Ltd. or individuals connected to the company are directly involved in online criminal activity, but there is evidence to indicate that space inside the property has at least been provided to those who are.
