Background
CC Tower is an office building directly next to Crown Tower and the Crown Casino complex in Poipet City, Banteay Meanchey Province, Cambodia.
CC Tower has appeared on several Facebook pages advertising office space for rent. Pictures appearing in some of these posts and in a promotional brochure show offices set up to accommodate rows of computers.
CC Tower’s logo appeared on the banner of the (now offline) Facebook page for Office Poipet, which advertised online office space for rent in the city. It appeared alongside the logos of other properties that are involved in online activities. Posts on the Office Poipet page explicitly targeted ‘online’ renters, and offered direct internet access (DIA), which involves private connection that is not shared with other customers and provides enhanced reliability and security.
Posts from 2024 on the Facebook page of a ‘Real Estate Sale/Leasing Agent’ at CC Management advertise space for rent in Bahasa Indonesian. One describes the office as ‘inside Crown Casino’, ‘guaranteed 100% safe’, with the casino able to issue recommendation letters for work permits. Others show the property has large rooms for rent, and in one video multiple rows of desks can be seen set up ready to accommodate potentially hundreds of computers.
Incidents
In December 2024, Thai Police launched an operation named ‘Blasting the Bridge of Criminals’ focusing on call centre fraud run by criminal networks targeting Thai citizens from bases in Poipet. Police identified an unnamed 25-story building in Cambodia visible from the Thai side of the border as the base of an online scam gang. According to police, three suspicious communication towers were identified in Thailand allegedly transmitting signals to the area. Two of these towers transmitted to the Crown Casino complex (profiled here) and one to the 25-storey building.
In a campaign speech soon after, former Thai Prime Minister Thaksin Shinawatra made reference to this building:
Recently, many people have reported severe issues with telephone scams, with many victims. I have asked the Cambodian government to take action, as these groups are headquartered on the second floor of a 25-story building in Poipet, colluding with casinos and using Thai people to register fake accounts. If Cambodia cannot resolve this thoroughly, I will send people to directly handle it.
The description of the building and maps shared by Thai police show that the building in question is CC Tower.
On 8 July 2025, Thai police raided properties linked to Cambodian tycoon and senator Kok An in an operation they dubbed ‘Operation Shut Down Mule Accounts, Hunt Cambodian Capital’. In the space of a week, more than 25 properties were raided in Thailand and arrest warrants issued for Kok An and three of his children. Thai police allege that Kok An and family members are suspected of supporting scam operations based in buildings they own in Poipet. Among the properties identified were unnamed 18-storey and 25-storey buildings. Although not named in reports, Crown Tower and CC Tower sit adjacent to the Crown complex, and are 18 and 25 storeys tall, respectively. Which Actors and Companies Have Been Linked to CC Tower?
Online materials promoting the property indicate that the property manager is called CC Management Indonesia. CC Management has a Facebook page, although it has few posts and has only been updated once since 2021. No further information could be found on this company.
Available evidence indicates the property is owned by Kok An and/or his family. Some posts advertising space for rent in the building refer to it as ‘CC Tower Crown’. Crown is the brand of Kok An’s casinos across the country, including those that sit adjacent to CC Tower. In January 2026, Cambodia’s gambling commission approved an updated layout plan for the casino. CC Tower is clearly identified in the plan as part of the Crown Resorts complex.
As noted above, in the warrant for Kok An’s arrest, Thai cybercrime police identified the CC Tower building as a site of online scam operators. One of the companies raided by Thai police in July 2025 in Bangkok was called CC Development TH Co., Ltd., which is reportedly owned by Kok An’s daughter. Business registries describe the company as an employment agency. Kok An’s daughter is also the chair of the company Quick CC Investment Co., Ltd. in Cambodia.
