Background

Buckingham Palace Park was identified as an online scam site in a 2025 report by Amnesty International, which described how, as of mid-2024, the property had guards at the gates, along with other security features including a permitter wall topped with razor wire. A local driver identified the site as a scam compound.

Amnesty spoke with one person who said that they were held at the compound in late 2024 to early 2025 after attempting to escape from another compound. They said they could not leave due to the presence of security guards and were subsequently forcibly transferred against their will to another compound. Amnesty determined that based on this testimony the person was ‘highly likely trafficked to the site for the purpose of forced labour and they were deprived of their liberty’.

Razor wire and security cameras cover the walls to the site, October 2025.
Closed gates are controlled by security guards, October 2025.

Buckingham Palace Park is discussed in scam industry Telegram channels, and the post below states that it is full of people who have been tricked or sold into the compound, and the fee to leave is extremely high.

Incidents

In April 2026, as a nationwide crackdown on online scam operations reached Phnom Penh, large numbers of people were filmed evacuating the compound.
