Background
Located directly on the Cambodia–Vietnam border in Prey Veng Province, the Monaco Casino Hotel appears to now be closed to the public, and various posts on Telegram channels used by scam industry insiders discuss online scam operations located at the site.
Several posts state that the operation is run by a Fujianese gang, and that supervisors use violent methods to control workers, most of whom are Chinese nationals who have entered the country illegally and/or have had their passports confiscated by management. If they wish to leave, high ‘compensation’ fees are required. According to one post, at least 200 people work at the location.
Incidents
Multiple reports in local media between 2021 and 2024 alleged that the casino was both allowing Cambodians to gamble and hosting cock fighting events, activities that are illegal under Cambodian law. This happened even during the period when COVID-19 restrictions were in place, but media reported that local authorities turned a blind eye.
