Background
Heng Heng I Casino is located in Snuol District, Kratie Province, just half a kilometre from the Trapaing Sre border crossing. It was raided in July 2025 and subsequently lost its casino license.
Incidents
On 16 July 2025, Heng Heng I Casino was raided due to suspicions it was housing online scam operations. Authorities found 312 foreign nationals from Vietnam, Thailand, Bangladesh, Indonesia, China, and Myanmar. Police seized 329 computers and 1,630 phones. A week later Cambodia’s gambling commission suspended the casino’s license.
On 30 July, 85 Vietnamese nationals detained in online scam raids in Kratie were deported. We assume that at least some of these people were detained in the Heng Heng I raid.
Which Actors and Companies Have Been Linked to Heng Heng I Casino?
The casino license for Heng Heng I Casino was held by Heng Phnom Pros Import Export Co., Ltd.The company is chaired by Cambodian national Sok Heng, and York Rith is a director.
Sok Heng was the former chairman of the company Pailin Trapaing Plong Co., Ltd. which holds the casino license for Xa Mat Casino in Tboung Khmum Province, which was also raided in July 2025 (see profile here).
