The Monaco Casino Hotel appears to now be closed to the public, and various posts on Telegram channels used by scam industry insiders discuss online scam operations located at the site.
This large compound was built rapidly starting in mid-2024 and is still expanding. It was raided in July 2025 and almost 150 people were detained, but police left most of the complex undisturbed and it continued to operate.
Once open to tourists, Mekong 74 Hotel was converted to host online operations. It was raided by Cambodian police in March 2025, leading to the detention of over 250 foreigners.
This former resort now houses online scam operators. A Cambodia-based NGO reported the rescue of a Chinese man from the site in March 2025.
